same with york city council
rates and rents are still at 2008 prices and not adjusted to market so lots of empty shops giving no income rather than drop costs and earn revenue

Yeah - I have a house I let out - i needed to let it at the end of last year so I reduced rent and filled it quickly. Much better than being greedy and ending up with an empty house.

Ditto. We dropped the rent in exchange for asking them to stay for 12 months, not 6. Both sides were happy. Why are councils so daft, or are they restriced by some legal nonsense?

It's a very fine balancing act for councils and landlords. If the landlords give in and charge low rent to get places filled up, other retailers will then use those prices against them when negotiating new rents, or re-negotiating existing rents. One reduction can very quickly have a snowball effect, so losing 30k on one unit for a couple of years, is better than renting it at 15k, but then having all your other tenants insisting they get their rents cheaper
Council rates are based on rentable value - stitch up or what

Why not have a non-disclosure clause. Your rent is £x. This is a private matter, and discussing it externally will be viewed as breaking the terms of your lease. Then, anyone who mentions lower rents, can be booted, and the incentive is to stay quiet.
Or does freedom of information act prevent sensible business practice now?

can you get a rates review from your local council.. I have a shop in Oxfordshire, and have just applied for a review. It would seem that due to declining trade I can do that..
plus they are still rating me as if i was a restaurant, which is what the bulding was when we bought it..

Councils get the full rates for a shop whether they be occupied or not. The incentive (the money) to get shopping centres right , was removed when the rules relating to empty properties and rates were altered last April.
