App development for Android and iphone - advice please

I've had yet another brain wave and want to finally take the plunge and develop an app for mobile phones.
It will involve interaction with a mysql database sat on a webserver.
I've written major programs for windows in C and done lots of perl cgi stuff as well as a little php. My knowledge of java is old though and mostly forgotten.
What books (happy to buy), resources, IDE would you recommend? Is there a single IDE for apps for both Android and iphone platforms?
Any advice welcome...

c++ is the last pro level programming stuff i know a little about and i can still crash a windoze machine into dos and order it about,i have enough bother using and fettling the things these days let alone writing new stuff

or if you needed advice on a/d electro-mechanical interfaces for bbc basic im yer(rather old)man .

It depends on what you want to do, there are so many ways to skin a cat so to speak. If you aren't going native then you need to look at HTML 5, CSS 3, Javascript and JQuery Mobile, frameworks like AngularJS, as for IDE's take a look at Brackets.

As for databases, there is far more out there now than just MySQL for mobile apps, you really need to learn about holding state in apps. For instance if you loose data connection in a bad signal area, you want to be able to write back to the server once reconnected.

I've done a little for a payment system at work but it's a massive area and I've got a couple of ideas myself that I've not had time to look at properly.

Maybe a suitable starting point.

You could run through codeacademy.com for a (potentially too simplistic) primer on Java

What ever you do make sure that your app only need permissions for the things it actually needs.

To many want rectal exams or control of your world before you can install them.
