I've seen this somewhere other than the daily mail. As the article says one use of these is to identify people producing high volumes of waste and not recycling it.
Although to be honest I think they would be better off using barcoded locations / bins and a man inputting the volume of recyclable and non recyclable waste.
I think charging for waste collection as a volume lead utility is a good idea, particularly if recycling waste is not. It will drive recycling percentages way up.
