Unfortunately someone has to pay for this work, or be able to graze animals as a viable financial business. I was concerned to see that they advocate prohibiting hunting as in this area a lot of our very important wetlands are maintained by hunting groups. Take that away, and nobody can afford, or is willing to do the work on a constant voluntary basis.
Going slightly off this issue, but still along the same lines, bird numbers in woodland have also declined because of overgrazing by deer and lack of management, both favouring just tall trees and no understory or undergrowth.

Exactly. Meat eaters get most of the flack for destroying the planet but it's not so simple.
