A friend and I have started writing a horror story and we wondered if any one knows a cheap publisher because we woudnt mind making a bit of money on it

You probably wont
However, go to it and ENJOY writing it- that way it will be a better story, and more likely to be published eventually.
Remember that many good authors didn't get published straight away and even had to write more than one book- but kept on writing, nevertheless.
Do it because you want to, or because that something inside you tells you that you MUST do this!!

You could always self publish. Someone will know the name of the website....

Just concentrate on writing it at this stage. Once its finished, (and you will find you will spend around three times as long editing and revising it after the initial writing is done as you did writing it to start with), then get some unbiased opinions on it, and if everything is looking good, then approach a literary agent. These days thats pretty much the only way to get a mainstream publisher to take on a book. As has already been suggested though, its not the only option, self publishing a first book, using lulu.com or an equivalent print on demand service, is a great way to see whether the world at large likes your writing style, and it doesnt involve any money up front.
I recommend getting a book called 'On Writing Well' at some stage before you start on the polishing ad revising stages. Its not such a big deal when you are just fleshing out the plot and characters, but it will help ensure that you don't make any silly mistakes in presentation that make the book harder to read than it needs be.
Good luck, and have fun, the most important thing is to enjoy the writing process. Most authors find they end up with several books that never quite got finished, but which served to help them understand what they really wanted to be writing about, and how to go about doing it eloquently. Thats a fab journey to be on
