Dog Numbers/Planning Permission?

I remember hearing that if you keep over a certain number of dogs, you need planning permission. I can't find via google though whether that's actually in force now or if it was abandoned? and if yes, what is the magic number? Also, does it apply to 'pet' dogs that aren't bred from/boarded?

I thought it meant three female dogs capable of breeding, i.e. not spayed.

If you're going to be building a residential canine over the size of about a Labrador, you'll need planning permission. If you're just putting up a timber Jack Russell as a field shelter you'll be fine.

I don't think it's the dogs so much as the housing for them. The same rules apply as for any other out buildings. The rules on breeding are more to do with the number of litters each year rather than the number of breeding bitches. I'm pretty certain that if you have over 5 litters a year you need to be licenced. Big dogs are better on this than small ones. Litter sizes are bigger, we only usually get 2 or 3 pups.
We breed toy poodles and have 5 bitches but only have 1 litter a year at the moment. As they are kept in the house there are no problems. We have friends who have 19 in the house! Again, they've never had any problems, not even with environmental health.
Boarding kennels need to be registered of course. I think it's for over 5 dogs. I can find out what the numbers are if you want, I've got it all somewhere.

It will depend on the local authority too.

When I was dog boarding had an annual inspection by EO officer (he came round for a chat and cup of tea on his way to the kennels) from New Forest district Council but Southampton City Council just across the river didn't inspect home boarders.
