I guess the question is what does he need it for?
These days most have a disk drive and so if it is for time shifting the DVD aspects of it are irrelevant as the programs will be viewed from the disk drive.

Main use is to record programmes whilst they are out - much the same as the old VHS machines - main issue is simplicity - straight forward time start, time finish, programme number etc -

Panasonic do some very good ones and always seem to get top marks. How many pennies is he wanting to spend?

Once watched will he want to keep the recording for ever? Or would the HD recorder be better as you wont have disk compatibility problems, plus he wont get stung for disk prices in the shops when they are pennies online.

HD recorder would be what he wants - not necessary to keep disks. Mainly used as a catch up after holidays and days out etc - both in their mid 80s so follow a lot of soaps!

What about a Freeview box with integrated HDD? Even good ones will be well within budget, record, watch, delete - and with most having twin tuners they could record 2 soaps at once! and when it comes to setting the timer, they use an EPG similar to Freeview Tvs.
