The shelf life will be an issue with this, but I would imagine using emulsifying wax and a base oil such as almond then substituting milk for the water you would otherwise use in a basic cream will work. Make small batches and keep it in the fridge. I'd definately use commerical emulsifying wax rather than beeswax for a first go with milk, it will take out a lot fo the guesswork and make sure it homogenises well
