You need to approach landowners yourself and ask for permission. To even stand a chance of getting it, you'll need to satisfy them that you're a responsible shooter, know what you're doing, well practised, fully aware of all applicable laws and fully insured. You'll also need to draw up a formal document that both you and the landowner signs authorising you to shoot over the land and outlining exactly what you can and can't do.

It's a good idea to join BASC - it's the umbrella body for all shooting sports, and membership gives you massive third party indemnity. That is something that will reassure landowners and make them kindly disposed to you as a responsible Shot. It's not expensive, and worth every penny. There's advice on rabbit shooting here.
