Is it compatible with publisher? ie could I do a news letter in it and then send it to someone else to print out?

Pff, some people
You could send it to somebody saved as a pdf, which they could print out, outside of Publisher.

It will save as PDF which should be fine.
available for windows vista:
quote from http://www.scribus.net/?q=windows (which has a download link)
Hardware/Software Requirements:
For Windows 2000 Only - The GDI+ library from http://www.microsoft.com. Unfortunately, as Scribus is an open source application under the GNU GPL, we cannot include this file within the installer. Install this in:
C:\Program Files\Scribus-1.3.x
or
C:\Winnt\system32
directory or other directory in your path.
Windows XP, Vista, Server 2003 and Server 2008 all will run Scribus.

Publisher is a bloody awful piece of software, in that nothing else will read a native Publisher file, and there is no port for the Mac, which means a lot of graphics companies and printers loathe it. As mentioned, if you have to use it, save the file as a PDF,

No - Impress is the Powerpoint equivalent - Publisher doesn't have a OO copy - not yet anyway
