This has been the pivotal point we have been trying to argue at these Inquiries, that small scale, labour intensive systems simply cannot be judged or assessed by the means that have been used to date.
Where this argument has been successful in the past it has been allowed in teh form of a 'special exception' or 'experiment' but we are arguing that by applying the right approach and tools you can do a perfectly appreciative analysis and come up with well founded assessment that LPA's should start using for such projects, rather than always viewing them as 'outside' the system.
