Adobe's Acrobat can have a DRM built in to the file to password protect it or register it to a single computer.

personally, I wouldn't buy an ebook I couldn't make a backup copy of

To answer your question:
No
No
Yes. I have purchased a number of ebooks in pdf format the past (and a good few for free for that matter). These have all been non-fiction books.
