Spain leads the way? spain lowers speed limit
Perhaps they got the ideas from downsizer?

Trouble is, it's in Spain. People only drive at two speeds in Spain: 15 mph or flat out. The speed limit is irrelevant.

Having lived here for two years now I must say that I am impressed with their efforts at recycling - apart from that there is very little evidence of progress - a lot of educational material available but generally Spain is enjoying the boom years - consumerism and living beyond one's means seem to be the order of the day.
The economic indicators suggest they are heading for recession the same as the rest of Europe however I doubt if that will change the lack of interest in preserving environments or reduce the use of energy.

One of the many things that I love about Spain is their use of windpower. Turbines march all along the ridges of the mountains in the Picos and to my eye they look lovely.

I saw no inclination to recycle whatsoever when I lived in Andalucia a couple of years ago. In the town I lived in, we had communal refuse facilities situated in every couple of roads. Each refuse station had bins, and most of them had recycling facilities. Every single time that I went to a bin station, I would see stuff in the bins that was perfectly recyclable, usually with the appropriate recycling bin right next door. I'd also often see non-recyclable stuff in the recycling bins. It was quite clear to me that the local population just used any available recepticle of whatever they were carrying - and sometimes they often couldn't even be bothered to do that and just dumped their rubbish in the street next to the bin.
