In that case, are they 100% sure they are honey bees?
I've not heard of honey bees living under leaves and grass clippings. But buff-tailed bees, bumble bees etc., do live like that. Some of those colonies get up to about a couple of hundred, so if the people don't know, it may seem like a big swarm of bees.
Best thing I think, is to go to BBKA website, find the contact number of a local Assn. contact and ask them to come and confirm. If they are honey bees, that person will sort out a home for them.
ETA bumblies and buff-tails etc are protected species I think, and shouldn't be disturbed. They will die off late summer, except the queen who will go somewhere else for winter. Hope this helps.

I pointed out the lack of anything to keep them in & general lack of any bee knowledge...

If they are on the ground, and is as already mentioned its certain they are honey bees, they could try putting a nice sturdy cardboard box propped securely up on a few stones or bits of wood next to them and see if they move in, it would buy a little time and make them easy to move when a beekeeper materialises. Our first swarm spent a fortnight in a dustbin by this method before we got a hive for them
