ping times for downsizer are about 132ms for me, the new server is pinging at 21ms!

Can't ping the new ips on Virgin 
Can via Sky and from the downsizer server. I don't know a lot about ip routing  a traceroute fails to get there at all:
IP is 87.117.199.160
not a lot there at the moment, but it is pingable and otherwise working from Sky.
Anyone else able to see or not see it?
