But does it take into account the gases produced by China etc in the manufacture of consumer goods for the UK market?

Of course it doesn't. If it were taken into account then 'our' emissions would not look so good would they?

I doubt it. That's China's emssions. The goods we make to export are our emmisions.

The arguments about Liège steelworks continue. Each tonne of steel produced gives 2T of CO2 at a quota cost of €50 per tonne of steel. Arcelor want the Government or the Province to pay. Belgium can't provide the quota and comply with the EU target, so the jobs and the CO2 production go to China. Cui bene?

Green Groups cry foul of Emission stats

Quote:
Green campaigners criticised the government for not doing more to reduce emissions and for excluding the UK's share of international shipping and aviation, the latter of which rose by 1.5% in 2006.

I've no idea what 'Cui bene' means, sorry Sad

It's a huge topic, CO2 quotas, and one which Europe, rightly or wrongly, has taken the lead along with some other nations to limit its production. Unfortunately, that does mean that it would appear unfair as other countries who haven't ratified the Kyoto agreement can exploit. Some could argue it's only fair Europe has had 200 years of industrial production and that it's now the turn of others.

I'm surprised it's only 2T CO2 for every tonnoe of steel, I thought it would be mucher higher.
