4Gb is a limit for any 32-bit operating system, including Linux. Think of 2 to the power 32 - that is the maximum number of memory addresses that can be accessed.
Windows 2003 has been available for years as both 32 and 64-bit versions. There are also some clever 32-bit versions which make better use of the available RAM in a 32-bit environment. But if you need lots of RAM then you need a 64-bit OS.
If you are upgrading then Windows 2008 Server is very good, and has support for hardware virtualisation which means you can run multiple OS's within it, including your old 32-bit Windows 2003 server, and - not sure I entirely believe this - your Linux servers too.
