Pump still not working and can't feel any suction at the end of the pipe.

I've removed the hose from the tank and held it above the pump outlet, filled it with water and when I pump still nothing happens, no sign of suction on the hose at all. Despite the feeling of suction when pumping. I'm very confused.

umm, me too

does it have any top priming orifices on the pump? or "valves" to empty the pump when not in active use?

is there a picture, description or best exploded diagram of the beast?

Have you tried pouring water in the top where the vertical bar from the handle goes that does the lifting? If the washer is dry, air will be flowing round it as you pump. Ours needs priming that way in dry weather. If it works you will have to pump a few times then you should start to feel some resistance and the water will come up. If that fails, have you checked that it has a washer?

Air upstream of the piston will do that - you get some feeling of suction at the bottom of the column as the air pressure drops slightly with a suction stroke, but the pressure drop cause by the slight expansion of the volume occupied by air isn't enough to draw the water up more than an inch or so. Pumping like buggery for ages is likely to get you tired and angry - finding some way to get water into the top of the pump upstream of the piston will be much easier

try to top prime before spanners seems a good idea

It works for ours. Even if it has just been dry for a few days, the washer dries out, so needs water above it to give the suction. I always leave some in the watering can so I have enough to prime it. It is a long way, and uphill, to the house to get some from the outside tap.

i am still minded that top priming may be your pal.

The instructions say top prime, and I have tried.
It does come with a deconstruction diagram, but I'm pausing for thought first.

could you scan or photo the diagram please, it might help work out why it is not working yet
