Tillers like he lidl one are no good for deep digging ! BUT they ARE good for keeping a bed clear (like hoeing on steroids!)

If you have the resources I'd do both.

Adding thermal mass (water or bricks) is simpler and means your other system has less work to do and is more likely to succeed.

And of course the gardener ...

it is likely the dowels are in tolerance and the holes are too big..

Obviously you need to use the right bit and ensure it is securely mounted - and straight.
But even then the same bit will dril ...
